The government of Ontario justifies Bill 23 because it says Ontarians face a housing shortfall.  CELA Counsel Joe Castrilli details why the task force report, relied upon by the government for its estimates of housing need, is fatally flawed and leading the government to needlessly unravel the province’s land use planning and environmental protection framework.
