CELA Response to Proposed Framework for Water Monitoring Programs for Pesticides in Canada

Health Canada initiated a two year pilot project for a National Water Monitoring Project for Pesticides in 2022. A water monitoring program for pesticides was to be a key element of the transformation agenda for the Pest Management Regulatory Agency. According to Health Canada, the Pilot Project was to provide guidance in the design and implementation of a national-scale water monitoring program for pesticides in Canada’s waters (lakes, rivers, streams, wetlands and groundwater).

The goals of this framework are to:

  • Collect high-quality data on concentrations of pesticides (and their transformation products) in waters across Canada that can inform and strengthen pesticide risk assessments and regulatory decision making,
  • Increase public understanding, awareness, and accessibility of information through open data, and
  • Expand partnerships and improve collaboration among regions to strengthen water monitoring programs across the country. (Source: Heath Canada. August 2023) Towards a National Water Monitoring Program for Pesticides- What We Heard)

The Canadian Environmental Law Associate provides its preliminary response to the consultation document, “Proposed Framework for Water Monitoring Programs in Canada” released in March 2024.
