CELA with health and environmental organizations respond to Canada’s Draft National Strategy Respecting Environmental Racism and Environmental Justice 2026-2031

The National Strategy Respecting Environmental Racism and Environmental Justice Act (also known as Bill C-226) passed in June 2024. The Act calls for developing a National Strategy and a study to address environmental justice and environmental racism in Canada by 2026. Canadian environmental and health organizations prepared a joint submission in response to the draft National Strategy released in July 2026. The final strategy is expected to be released in September-October 2026.

While environmental and health organizations recognize that the draft National Strategy marks an important step in the recognition of environmental racism and environmental justice at the federal level, the organizations continue to advocate for an approach that utilizes the federal government’s authority to act on environmental injustices and environmental racism beyond traditionally conceived environmental hazards or polluting industries. This approach should consider cumulative impacts, pollution (whether historic, current, or projected), and the impacts of climate change and other ongoing burdens.
