Comments on Bruce Power’s application to amend the licensing basis for Bruce A and B nuclear generating stations to increase reactor power limits

This submission to the CNSC on behalf of CELA authored by lawyer Sara Libman calls on the CNSC to resist amending the licensing basis by increasing the power rating for the Bruce A and B reactors.  The precautionary principle should be applied and there are too many remaining areas of safety concern and uncertainty.  Furthermore any ultimate decision in this respect should be retained by the Commissioners of the CNSC, not deferred to their staff for a final determination.
