SUBMISSION BY THE CANADIAN ENVIRONMENTAL LAW ASSOCIATION TO THE CANADIAN NUCLEAR SAFETY COMMISSION REGARDING THE REGULATORY OVERSIGHT REPORT FOR CANADIAN NUCLEAR POWER GENERATING SITES: 2021
In the 2021 ROR for Nuclear Power Generating Sites, CELA reviewed the sufficiency of emergency preparedness in the context of nuclear power plants and found an overall lack of detail within the report surrounding emergency plans, a lack of discussion of climate change impacts and vulnerabilities, and an absence of information surrounding decommissioning/extension plans for the Pickering Nuclear Power Plant. A recurring concern from previous RORs includes the calculation and presentation of Derived Release Limits and Radiological Releases to the Environment. CELA made 34 recommendations to the CNSC for consideration at their upcoming November 2022 meeting.

In the 2021 ROR for Canadian Nuclear Laboratories (“CNL”) Sites, CELA reviewed the scope and process for preparing these reports, and also reviewed the information provided for proposed and ongoing projects across various CNL sites. CELA found an overall lack of detail and information about these activities, and about the monitoring and inspection procedures protecting the health and safety of workers and the environment. CELA made 46 recommendations to the CNSC for consideration at their upcoming meetings scheduled for November 2-3, 2022.

In the 2021 ROR on the Use of Nuclear Substances in Canada, CELA reviewed the scope and depth of the report and found an overall lack of detail in compliance performance measures used by the CNSC, and also an absence of information related to certain types of licensees, e.g., waste nuclear substance licensees. CELA made 25 recommendations to the CNSC for consideration at their upcoming November 2022 meeting.
