Radionuclides need designation as Chemicals of Mutual Concern under the Great Lakes Water Quality Agreement to accommodate NRC’s regulatory system inadequacies and protect the Great Lakes

In March 2016, 110 advocacy groups submitted an application under the binational Great Lakes Water Quality Agreement to designate radionuclides as “Chemicals of Mutual Concern” (CMCs) under Annex 3 of that Agreement.

This report assesses the adequacy of the U.S. Nuclear Regulatory Commission and Canadian Nuclear Safety Commission regulatory system to protect the Great Lakes from radionuclides.
