Submission: CELA Response to Reduction in the Release of Volatile Organic Compounds Regulations

Current regulatory and non regulatory approaches in place across Canada and across the provinces and territories do not address fugitive emissions of toxic air pollutants from petroleum facilities,effectively. For specific communities that are in close proximity to these facilities, these sources of toxic air pollutants such as Volatile Organic Compounds and even Greenhouse gases have significant impacts on their well being and health. Storage facilities and loading racks in petroleum sectors are major sources of such air emissions of toxic air pollutants. The federal government proposed new regulations to reduce the release of VOCs from liquid petroleum storage and loading facilities. CELA is providing its initial comments on the proposed regulations aimed to reduce emissions of toxic air pollutants including VOCs (such as benzene, a known carcinogen) and even methane gases.
