The Province of Ontario sought input through ERO #019-2017 on draft guidance to help manage water taking in areas where water quantity is a concern and where there are competing demands for water.
CELA reviewed the draft guidance and recommended that the government undertake a full, meaningful, and public review of Ontario’s water policy framework before continuing to move forward with updating the Water Taking and Transfer regulation. Failing a fulsome review of the overall water policy framework, CELA recommended that several factors be addressed before moving forward with the proposed regulatory changes, which may require a further extension of the current moratorium on new or expanded groundwater takings for water bottling.
