Submission: Calling on City of Toronto to End Partial Lead Service Line Replacement

CELA staff made a submission to the City of Toronto Housing and Planning Committee, calling for an end to the practice of partial lead service line replacements.

By failing to address the health risks associated with partial lead service line replacement and providing no financial support for lead mitigation, Toronto is falling behind the rest of the province and country when it comes to protecting residents from lead in drinking water.

The ongoing review of Toronto’s Property Standard By-Laws represents a unique opportunity to put an end to partial LSL replacements and begin prioritizing complete lead replacement for all citizens – not just those who can afford it.
